Exaggerated Fear (Facial Expression)

When trying to create facial expressions for characters, I've tended to notice it has trouble depicting fear or anxiety. In cartoons or anime, when a character expresses shock or fear, their face may gets this sort of blue gradient across their forehead. I don't really know how to describe it, but I like to think of it as a blue blush. I wanted to recreate this expression for characters.
